Power System Operator Trainee

Clay Electric Cooperative, Inc. , the 9th largest cooperative in the nation, located in Keystone Heights, Florida, is seeking qualified applicants for the position of Power System Operator Trainee.  Clay Electric is located in north Florida, with easy access to beaches, outdoor activities and both college sports and NFL.

Individuals in positions allocated to this class will train and learn to perform efficient, courteous and reliable dispatching service involved in the operation of the power system. This includes receiving and dispatching trouble calls and other calls for service, making good decisions and taking appropriate action by restoring service utilizing supervisory control on transmission and distribution system in accordance with operating procedures.

Essential Job Functions include:

  • Perform Dispatching Services. Receive and dispatch trouble calls and other calls for service. Dispatch service crews during outages. Coordinate with power suppliers and other personnel during major outages or required switching. Write and execute switching orders for, and issue clearances on, transmission and substation equipment in parts of the system covered by Energy Control operating jurisdiction, in a manner that will ensure the safety of personnel and equipment.
  • Supervisory Control System. Make decisions and restore service by supervisory control on transmission and distribution system in accordance with operating procedures. Implement CEC’s load shedding procedures during generating capacity shortages or emergency conditions when requested by Seminole’s System Coordinator or the FRCC Reliability Coordinator. Control generators and load management systems as requested by Seminole.
  • Monitor Power System.  Monitor  voltage  and  load  levels  on  the  power  system  and   take corrective action on system alarms for SCADA/Load Management and power system. Receive and relay pertinent information and data as received. Obtain weather information important to system operation and load management and take appropriate action as necessary.  Report major outages and other unusual conditions to Energy Control Supervisor.
  • Operation of Equipment. Operate all equipment associated with the Energy Control Center such as computer systems, radios, printers, paging equipment and load management equipment.
  • Produce and Distribute Documentation. Maintain records and logs as required by operating procedures. Distribute documents to appropriate personnel.
  • Safety. Practice safe work habits in the performance of all job duties and be familiar with and strictly adhere to those portions of the Cooperative Safety Manual that pertain to his/her job and work area.
  • Coordination. Help coordinate activities between CEC and Seminole, FP & L and DEF  on repair and patrol of their lines during routine and emergency conditions.

Minimum Training and Experience Requirements:

This position requires an AS or AA degree from an accredited college plus two (2) years of experience performing OH/URD line construction and maintenance, substation maintenance or related duties, preferably in a utility environment. Additional specifically related education in a technical or electrical related degree program may substitute for the required experience on a year for year basis.

Cyber Security Analyst

Clay Electric Cooperative, Inc., the 9th largest electric cooperative in the nation, located in Keystone Heights, Florida, is seeking qualified applicants for the position of Cyber Security Analyst.  Clay Electric is located in north Florida, with easy access to beaches, outdoor activities and both college sports and NFL.

Individuals in this position are responsible for identifying, evaluating, implementing and monitoring appropriate security mitigation.  Providing assurance in the security of infrastructure and information systems for Clay Electric (CEC) related systems and solutions in order to promote the highest quality of customer service and efficiency. 

Primary responsibilities include the management and monitoring of CEC’s security infrastructure.  Responsibilities also include development and support of the CEC Security Program including the technical documentation, creation and maintenance of security policy and procedure.  Responsibilities to include evaluation and securing CEC generated software solutions.

Essential Job Functions include:

  • Support Management.  Provide consultation to management and stakeholders on security initiatives as well as potential impacts to other systems or initiatives.  Ensure systems and solutions adhere to frameworks and all documentation is maintained appropriately.  Identify security best practices and provide proposed strategies to mitigate risk and implement solutions.
  • Support Users.  Ensure stakeholder expectations are managed towards the best solution.  Chair and facilitate meetings where appropriate.  Explore opportunities to add value to user desired outcomes.
  • Communicate.  Keep all affected parties informed of security program, changes in plans, system changes and issues, etc.
  • Coordinate Security.  Work with management to identify risk and eliminate vulnerabilities which impact the security of CEC’s infrastructure.  Create and maintain comprehensive documentation, plans and reports.  Provide support for major and minor information and communication technology projects.   
  • Coordinate Team.  Coordinate activities, resources, equipment and information of inter and intra departmental resources in support of CEC security initiatives.  Communicate, coordinate and cooperate with employees, without direct authority.
  • Analyst.  Create, manage and disburse reports related to the current CEC threat landscape and the status of CEC’s Security Program.
  • Leadership. Provide leadership and direction to other assigned resources in a matrix environment in pursuit of a project.  Examples of assigned resources include contractors, consultants, vendors and other CEC employees.

Minimum Training and Experience Requirements:

This position requires a four (4) year college degree from an accredited college or university and six (6) years of experience in support of Information Technology (IT) or Operational Technology (OT) systems of which four (4) years was in a security related role. 

This position requires a CISSP or equivalent certification.

Individuals in this position must maintain a valid State of Florida driver’s license.

Substitution

Related experience may be substituted for required education on a year for year basis.

Knowledge, Skills and Abilities:

Experience with Microsoft productivity toolsets (Microsoft Office, O365, Skype, SharePoint, Teams and Visio) and Microsoft database toolsets (Access, SQL Server).

Broad technical knowledge of major enterprise systems commonly used by large electric utilities.

Microsoft, Linux, Cisco, CISSP, SANS, Security+ certifications preferred.

Demonstrated knowledge of firewalls, proxies, Security Information and Event Management (SIEM), Intrusion Detection and Prevention System (IDS/IPS) concepts.

Demonstrated knowledge of vulnerability and patch management.

Experience with log analysis, investigation of findings, root cause analysis and event mitigation.

Experience with system and network administration and hardening (Microsoft, Linux, Cisco) utilizing defense in depth strategies.

Experience with Identity and Access Management (IAM) tools and technologies for managing user access to critical information.

Experience with implementation of Critical Information Systems (CIS) controls, knowledge of North American Electric Reliability Corporation (NERC) Critical Infrastructure Protection (CIP) standards preferred.

Demonstrated knowledge of data loss prevention, anti-virus and anti-malware technologies.

Experience with the development, implementation and review of security plans, policies and procedures.

Ability to present end-user security training and awareness programs on security policies and guidelines.

Assist in risk assessments and implementing mitigation plans for utility enterprise systems.

Experience coordinating internal resources and third parties / vendors.

Assists in the definition of objectives, involving all relevant stakeholders.

Demonstrated organizational skills, including multitasking and time-management. 

Demonstrated ability to maintain multiple projects and priorities at one time and effectively finish projects in a timely manner.

Facility Maintenance Technician (Electrical/Mechanical)

Clay Electric Cooperative, Inc., the 9th largest electric cooperative in the nation, located in Keystone Heights, Florida, is seeking qualified applicants for the position of Facility Maintenance Technician (Electrical/Mechanical). Clay Electric is located in north Florida, with easy access to beaches, outdoor activities and both college sports and NFL.

Individuals in positions allocated to this class perform skilled work in the maintenance and repair of all HVAC systems. Persons in this classification will be responsible for performing the mandated HVAC preventative maintenance program as well as performing repairs on self-contained heat pumps. Also, persons in this classification will perform electrical repairs and installations on a journeymen level.

Essential Job Functions include:

  • Water Facilities. Maintain main water supplies, pumping systems, lift systems, filtering as well as any potable water supplies.
  • Waste Facilities. Maintain waste water systems including inside and outside facilities.
  • Maintain HVAC System. Perform duties required to maintain the HVAC maintenance program. Troubleshoot and do repairs to HVAC units including air cooled chiller systems and substation environmental control units. This includes controls, motors and thermostat circuits.
  • Electrical System. Replacement of electrical components to the lighting systems as well as journeymen level repair of other parts of the electrical system. Also, provide battery maintenance to the local UPS systems.
  • Tools and Equipment. See that all tools are kept in good repair, including sharpening, oiling and performing minor repairs. Be responsible for the use, care, and security of tools, equipment, vehicles and materials utilized.

Minimum Training and Experience:

This position requires a high school diploma or State of Florida GED passing grade plus a technical degree or certification in Electrical and HVAC, plus a minimum of five (5) years of experience in the area of facility maintenance including plumbing systems, control systems, electrical, and HVAC maintenance.

Two (2) additional years of experience at the journeyman level in electrical work and Class A level experience in HVAC may be substituted for the technical degree or certification requirements.

EPA certification in CFC/HCFC reclamation is required at the Universal level (Types I, II, III).

Individuals in this position must possess and maintain a valid State of Florida driver's license.

Knowledge, Skills and Abilities:

This position requires the knowledge and skills to perform all levels of plumbing maintenance and repair, equipment control systems as well as journeyman skill level in the areas of electrical systems, Class A (commercial) level in HVAC systems, and basic level of carpentry, masonry, painting, and roofing.  This position requires exposure to physical and chemical elements and potential electrical shock hazards.  It also requires heavy lifting and pulling to complete the assigned task.

Associate Engineer

Essential Job Functions include:

  • Engineering Design. Responsible for computation, estimating, reports, surveys, inventory, specification, bid analysis and similar engineering details. Complete projects that are in a particular field. Handles particular phases of multi field projects.
  • Construction Design. Assume responsibility  for  construction  design  in  the particular engineering field.
  • Communication.  Deal directly with supervisory personnel and manufacturers’ representatives as directed.
  • Supervision as Required.  Schedule, coordinate   and   supervise  field  projects.  Provide direction to other Engineering personnel as required.

Minimum Training and Experience Requirements:

This position requires graduation from an accredited college or university with a Bachelor of Science degree in Engineering in electrical, mechanical, industrial, civil, chemical, nuclear or computer science fields plus one and one half (1 ½ ) years’ experience as either an Engineer-In-Training or a Field Engineer. Equivalent experience outside of Clay Electric may substitute on a year for year basis for the required experience.

Knowledge, Skills and Abilities:

This position requires the knowledge to deal with the general public, utilities, contractors, consulting engineers, industrial representatives, and governmental agencies involving electric utility design, plans and specifications.

This position requires the ability to read circuit diagrams and all maps concerning the electric system. This position requires the ability to read all engineering publications and to attend meetings to keep abreast of engineering and technological changes. This position requires the ability to design, prepare plans and specifications. This position requires the ability to read and comprehend electrical schematics, logic diagrams and control diagrams.

The physical demands of this position require exposure to adverse elements and the normal hazards associated with working in the field such as opening gates, walking over rough terrain, heavy woods and brush, bad dogs and climbing fences.

Lineman

Clay Electric Cooperative, Inc., the 9th largest cooperative in the nation, located in Keystone Heights, Florida, is seeking qualified applicants for the position of Lineman in the Palatka District. Individuals in positions allocated to this class perform the most advanced and skilled work required in connection with the construction, maintenance, operations and service of transmission, overhead and underground distribution lines, protective equipment, substations and related equipment owned and operated by the Cooperative.

Essential job functions include:

  • Construction and Maintenance of Power Lines. Install, remove, inspect and maintain both overhead and underground lines and equipment.
  • Switching Operations.  Perform switching operations on energized and de-energized lines and equipment, utilizing the Electric Systems Control Manual, UAI system and all safety precautions.
  • Troubleshooting and Outage Restoration.  Working independently or with others, systematically perform all duties associated with troubleshooting lines and equipment to restore electric service.
  • Operation of Equipment.  Operate construction equipment such as line truck, bucket truck, trenchers and other equipment as required. Comply with all traffic laws and related safety rules and safe work practices.

Minimum Training and Experience Requirements:

This position requires a high school certificate or State of Florida GED passing grade plus additional training equivalent to Clay Electric's Lineman Development Training Program and four (4) years of experience in an electric distribution utility, preferably through the progression of Apprentice line work. This position also requires a valid Florida Class A commercial driver's license or a Florida Class A restricted commercial driver's license.
